|Walker offers Tusk a pardon in return for implicating Frank. Linda speaks on behalf of Walker during her testimony to Dunbar. Claire consoles Megan, who rebukes her. Meanwhile, Gavin, having infiltrated AT&T's cell servers, has enough leverage to press Green for a meeting with Doug, who ultimately agrees. As Jackie works to secure votes for Walker's impeachment, Claire pushes Frank to reconcile with the president. After the Walkers retreat to Camp David, Frank offers to assume responsibility for the scandal. Walker states that in order to gain his trust, Frank will have to produce results by whipping enough votes to stave off impeachment. After Frank accepts, Walker calls off his offer to Tusk. In response, Tusk testifies that Walker knew about the casino money. Walker's approval ratings drop to single-digits.|
Now knowing about his meetings with Rachel, Gavin pressures Doug into giving him FBI protection. Doug confronts Rachel, but at a traffic light, she flees the car and runs into the woods. Doug pursues her, but she attacks him with a rock and kills him. Meanwhile, the House votes to pursue Walker's impeachment. Seeing no hope in survival, Walker resigns. He and Frank part on friendly terms. Afterward, Frank is sworn in as President of the United States and immediately negotiates an end to the military standoff with China by rescinding Feng's immunity and deporting him. Claire has remade Frank's class ring (which he buried earlier in the season at a Civil War memorial). He puts it on in the oval office, and triumphantly double knocks it on the desk.
